Role of national government (NGUs) and local government units (LGUs) in disaster mitigation.

Disaster preparedness is an important component for national security and survival. The prevention of unwarranted loss of lives and property when disaster strikes is a responsibility which concerns not only the agencies of the government but every institution and every citizen of the society. There is also the direct need to conduct well-coordinated and efficient post Calamity operations to ensure normalcy and stability in the community. The recent calamity that struck the neighboring provinces has brought to focus the question of providing an efficient and effective operational framework to enhance disaster preparedness at the local government level. It is therefore, imperative that we strengthen further the local units self-reliance in dealing with disasters. The installation of calamity-based operational framework will not only help the local government units resolve their crisis situations but will also maximize their use of manpower, resources and capabilities toward the welfare of the community. This presentation will discuss therefore, the role of Local Government Units in disaster management giving emphasis to the various issuances as well as the framework of institution at the local level.(Author)
